Waitlist — people on the waitlist should not receive the Registration Reminder email.

When using a waitlist, people who want to join the waitlist, start a registration and then agree to be put on the waitlist. These people should not receive the Registration Reminder email. We have had people contact us that they are not able to register, but received an email telling them to complete their registration. Please fix this issue, or if there is already a solution for this, please let me know.
